Jim Gordon (Ben McKenzie) is going to have his hands full when it comes to the villains wreaking havoc on his city this season on Gotham.

The Hollywood Reporter has the exclusive first look at the season-three key art for Fox's DC Comics drama, and it features the erstwhile detective holding a crystal ball filled with all the nasty villains Gordon will be facing off against, including Penguin (Robin Lord Taylor), Fish Mooney (Jada Pinkett Smith) and Edward Nygma, aka the future Riddler (Cory Michael Smith), along with Selina Kyle (Camren Bicondova), Barbara Kean (Erin Richards), Tabitha Galavan (Jessica Lucas) and Butch (Drew Powell). The poster also features the newly recast, grown-up version of Poison Ivy (Maggie Geha), whose body change will be a major storyline this season.

Featuring the tagline "Mad City," the tagline replaces the "Heroes Will Fall" campaign previously eyed for season three. It follows season two's "Rise of the Villains" and "Wrath of the Villains." At the end of season two, Hugo Strange (BD Wong) let all his human experiments, including Fish, Jerome (Cameron Monaghan) and a Bruce Wayne (David Mazouz) look-alike (also Mazouz), escape Indian Hill and flee to the streets of Gotham City. Gordon may have not rejoined the GCPD by the end of season two, deciding to instead find his ex Lee (Morena Baccarin) and repair their relationship. However, the amount of twisted, evil beings running amok in Gotham will most likely be the motivation Gordon needs to return to his job and help clean up his city.

"In season three you're really going to see how villains have taken up residence inside the city," executive producer John Stephens said. "The villains have become more and more a part of the fabric of the city of Gotham. It's less and less a police show like it was in season one. It's a natural continuation of that in season three."

If the enemy of my enemy is my friend, then Season 3 of Gotham promises to introduce -- or re-adhere -- some old relationships to fans.

The triangle between Penguin, Ed Nygma, and Butch figures to be central to that. It is not just fan theory, either. A recent set visit had the actors sharing insights to how they may intermingle.

Cory Michael Smith, who plays Nygma, told ComicBook.com that his character essentially has to reach out to Penguin for help.

"If and when Ed Nygma gets out of Arkham Asylum, the only person he can really reach out to is Penguin," Smith said.

That's good news for fans, who fell instantly in love with the dynamic between the future Riddler and Robin Lord Taylor's Penguin (seriously, just check Tumblr). Smith echoed that, saying their chemistry was built in just about a day on set.

“It is really fun,” he said. “Season one, we only had one scene together, in episode 15. In season two -- when we worked together -- we spent a whole day filming all this stuff in episode 9 in my apartment, and it was the true birth of our relationship. We were really stuck in one spot together, doing all these scenes sequentially in one and a half days. That was when he and I figured each other out and learned each other and now we just have a blast doing it.

"There’s so much of it in Season 3, the two of us, coming up.”

Of course, that could cause some competition between Nygma and Butch -- played by Drew Powell -- who seems to be sliding back into the right-hand-man job with Penguin.

The two actors are both enjoying the dynamic between them - and the three-as-one, strange triangle.

“The Nygma/Butch dynamic is pretty much the opposite of the Penguin/Butch dynamic.” Powell said. “There’s this weird sympatico between Penguin and Butch, but Butch and Nygma are chalk and cheese. They are oil and water. These two will never see eye-to-eye. So there’s this weird triangle between Penguin, Nygma, and Butch that starts near the beginning of the season, works through the first part, and I think will carry through the season of this weird dynamic.

"Where Butch is about loyalty, Nygma certainly is not; he’s all about looking out for number one. So it’s been a lot of fun. We had never even been in a scene together until this season, and now we’ve had a lot of stuff, particularly in this episode that we’re shooting now, and it’s been really a lot of fun.”

Smith agrees, saying he has really had a fun time with Powell and the Butch-Nygma relationship.

"The pair will be constantly both trying to be Penguin's favorite,” he said, for reasons that go beyond the obvious -- but will be revealed later in the season.

"I’m much smarter than he is, but he’s much bigger. Whenever we’re vying for the attention of Penguin, competing with each other, it’s kind of funny. We have very different gifts. It’s been really neat to play with him. It’s like a bull fight kind of thing – he’s the bull, but I’m totally in charge.”

Robin Lord Taylor said that neither Nygma nor Butch have any lead over the other. Largely because it isn’t friendship, rather controlling the situation, that is the main motivation for is character.

"The love of his life is power. This is his addiction," Taylor said. "This is his obsession. Having been a very powerless person in his life up to this point, it's something that he has built his whole life about attaining and maintaining.

“After everything in Season 2, having had a taste of that and then have it all taken away, now he has more tools to use to help to attain power and then hold onto it."

When Gotham Season 3 returns to FOX on Monday, September 19, 2016 at 8 p.m. a few months have passed since we last saw the city. Hugo Strange was taken down, the Indian Hill monsters were set free, and Gotham City had no real powers in play - well, none that could be seen, since the Court of Owls looms in the background watching over all.

As the villains grow in number, it could be this unique trio that rises to the top.

When “Gotham” Season 2 came to an end, Jim Gordon (Ben McKenzie) left the city to track down his lost love Lee (Morena Baccarin). He’s returning empty-handed in Season 3 though, which may signal the rekindling of another of the future police commissioner’s relationships.

Is Jim actually getting back together with Barbara (Erin Richards) — his former fiancee who lost her mind, killed a bunch of people and became a big deal in the criminal underworld? Anything is possible in Gotham City and that romance may be exactly what Barbara is craving.

“I think it’s such a wonderful reflection on what happens in real life,” Richards tells Zap2it. “You know, the one person where you’re like ‘I’m totally over it. I’m completely fine.’ And you tell your friends how you’re over it then he walks in the room and everything goes to shit again.”

She adds, “I think that’s exactly what’s happening with Barbara, which is so wonderful because we’re living in this comic book world but the core of all of these characters is so real and reflective of life.”

For Barbara, Jim is the idea of what her life could have been before she snapped and gave into evil. However, Gordon himself isn’t exactly living in the light at this point.

“It’s a real battle within her, the light and the dark. And she sees that going on inside him,” Richards explains. “In Season 3, Jim is so much darker and she’s excited by the fact that he’s losing the battle and going to the dark side. But there’s a part of her inside that really wants him to win so he can pull her out of her darkness.”

So will Jim be able to save not only himself but Barbara as well? It’s important to remember that while traditionally Barbara and Jim get married and have kids, “Gotham” is putting its own spin on the “Batman” story. With that in mind, McKenzie isn’t holding out much hope for a romantic reunion between the two.

“I don’t know if the relationship between the two could be healed,” he says. “I think there has to be some chance of personal redemption of all of these characters no matter how villainous they become.”

So while there is a chance at Barbara digging herself out of the life she’s become embedded in, McKenzie doesn’t “think she’s going to suddenly become this beacon of light. She’s not going to suddenly become Michelle Obama or something like that.”

So those holding out hope for a Jim and Babs reunion of some sort may simply be out of luck. You shouldn’t give up all hope yet, though. After all, stranger things have happened in “Gotham” — just ask Fish Mooney (Jada Pinkett Smith).

“Gotham” returns Monday, Sept. 19, at 8 p.m.

Benedict Samuel is in danger of being typecast as a crazy person.

After playing the Wolf that gave us a modicum of insight into why they act the way they do on The Walking Dead, the next challenge he will face is to bring the Mad Hatter to live-action for the first time on Gotham.

While madness prevails in both these characters, when ComicBook.com visited the Gotham set and spoke to Samuel, he identified the uniqueness in the insanity between the two.

“I guess the madness of the Wolf is that his kind of drive, he’s actually bent the world to suit him. I think someone like the Mad Hatter isn’t concerned about bending the world, but bending the people to him," he said. "That’s the difference.”

While bending the people around him to his needs, Mad Hatter is also unpredictable and inconsistent according to Samuel.

While most characters on Gotham fit into a particular mode the new villain will have less rules to follow.

"Ben McKenzie’s character, Jim Gordon, is trying to be good in a corrupt world; the Bruce Wayne character there’s a consistent drive to find answers and not leave anything unturned," Samuel said. "Mad Hatter is constantly varying. He has 'the drive of his sister,' but without that present there's nothing else that can define him."

It's something Samuel welcomes, and says comes with an incredible freedom.

"So there are incredible inconsistencies, and I mean the best things for an actor to play with," he added. "In one scene if another character would smile, he doesn’t have to smile, he can grimace. There’s a lot of that to play with.”

The actor says that developing a character who has such a rich history, one created by the comic books and also the fans is like dealing with a character out of mythology, but something he finds to be interesting territory.

Mad Hatter in particular has his own mythology, plus he's part of our social consciousness and literary consciousness. Samuel is still discovering him in each moment and finding every aspect of the character super interesting.

For fans of his work on The Walking Dead, Samuel has a particular message to try to drive them to Gotham to see his next performance.

“There’s -- in a similar vein to The Walking Dead -- there’s such a life to these characters and these stories, and there’s a wealth of literature that the creatives can pull from and surprise their viewers and engage everyone," Samuel said. "I think it’s an incredibly engaging show, because there is such a wealth of potential for them to go to. So check it out!”

In what will be a transformative run of episodes, Season 3 of Gotham brings major changes for basically every character on the show.

A time jump of several months from the end of Season 2 will have Jim Gordon as a bounty hunter chasing monsters, Fish Mooney rising through the ranks of the underworld (again), and Bruce Wayne having moved on from looking for his parents' killer to having a twin wandering around the city as well as spending more time with Selina to become more like Batman.

Perhaps no change has been more obvious than that of Barbara 'Stabby Babs' Kean. Erin Richards has seen her role evolve from a meek and somewhat vapid supporting character to one that has come into her own over the course of the last season as an interesting and scene-stealing character.

Thanks, in part to Sirens, the new club that serves as the hub of the Gotham underground, fans will see more of that side of her role early on. Richards told ComicBook.com during a recent set visit that her character is going to keep progressing with the current storyline.

"Barbara has more ownership of what she's doing in Season 3," Richards said. "Because of the club that we have, we're much more integral to the running of Gotham City and its sort of underworld. So she's kind of owning her space a bit more, which is fantastic."

The thought of 'owning her space' is both a metaphysical and literal sense, and Richards said that walking onto the set of Sirens for the first time was an incredible experience and one that had a feel of ownership for Kean.

“It was brilliant," Richard said. "I feel like Barbara had her apartment in the first series, but we kind of figured it wasn’t actually hers, it was probably handed down from her parents; it never really felt like home. Now we have this incredible club that we have made ourselves. It’s so fantastic. The set is incredible.”

As for her relationship with Tabitha, it has been a rollercoaster ride, of sorts.

Richards said that it was really nice to have a lot more time to figure out what that relationship is between the two leading ladies. However, that doesn't mean it is going to be all happy lives for whips and knives.

"It’s a sort of mutual respect, and also sort of a slight battle for who is in power," she said. "I think if you ask Barbara, she’d say she’s the head of the Sirens, but if you ask Tabitha the same thing, she’d say the same. So it’s good, this playful rivalry."

The actress previously described Barbara and Tabitha as "the baddest bitches in town," and that power struggle will see the pair butt heads more than once throughout the season, all while trying to keep their new operation running smoothly.

Gotham returns for Season 3 on September 19, 2016 at 8pm on FOX.

Gotham‘s David Mazouz is high on “Five,” as in the nickname sported by Bruce’s doppelgänger, first glimpsed at the close of May’s finale. “People are thinking he’s an evil version of Bruce, but he really isn’t,” says his portrayer. “He’s a guy who was created for a very specific purpose, and he’s ‘lost’ when we find him in Season 3.”

Penguin, Fish Mooney and other baddies, however, remain quite bad when the Fox drama returns Monday, Sept 19 at 8/7c, with its new “Mad City” arc. Evoking the comic books, “You are going to see how the villains have become more and more part of the fabric of the city,” executive producer John Stephens previews. “It’s become less of the police show that it was in Season 1” — especially with Jim Gordon (Ben McKenzie) now working as a bounty hunter, occasionally assisted (and or agitated) by intrepid newshound Valerie Vale. gotham-valerie-vale “You find Valerie in the midst of it all asking the tough questions [about Indian Hill’s escapees],” says Jamie Chung (Once Upon a Time), “trying to get to the core of the story.”

The high volume of villains even have a new haunt to call home — The Sirens, a nightclub run by the darkly, deliciously dynamic duo of Barbara and Tabitha (Erin Richards and Jessica Lucas) and featuring the hypnotic Jervis Tetch aka The Mad Hatter (The Walking Dead‘s Benedict Samuel) as a main attraction — while Season 3’s bigger picture will gradually focus on the mighty and powerful Court of Owls, which was teased last spring. “That storyline is going to be upsetting, especially, as you’ll see, at the end of Episode 4,” Stephens warns.

Regardless, a certain kid crusader will aim to silence the ominous Owls. Per Mazouz, “Bruce is really the only character that says, ‘We need to do something about this,’ and he does” — with more than a little help from manservant Alfred (who has new sets of his own to play with, in an observatory and tricked-out kitchen). “You see them really come together with the warmer aspects of Michael Keaton’s Bruce/Alfred relationship,” says Sean Pertwee, “as opposed to the brusqueness you saw in Seasons 1 and 2.”

BONUS SPOILER!: Street rat Ivy Pepper will have undergone a big change when she resurfaces in Episode 2, now played by the older, statuesque Maggie Geha. “Selina just thinks it’s a new person in Gotham, so she doesn’t think anything of it,” says Camren Bicondova. “But when Selina eventually does find out, she feels betrayed, because she thought her friend died. So yeah, that’s a whole thing!”

It makes a wicked kind of sense that it took a mad scientist to transform Fox's Gotham into the show it was always meant to be. And that new form is on ample display in the confident, often hilarious, and finally even-keeled Season 3 premiere (Sept. 19, 8/7c).

Mild spoilers for the premiere past this point.

When we last left the citizens of the pre-Batman metropolis Gotham City, a host of monsters had been released from the labs of Dr. Hugo Strange (BD Wong), the aforementioned mad scientist who experimented on the insane inmates of Arkham Asylum to create insane animal/human hybrids. Those hybrids -- including returning villain Fish Mooney (Jada Pinkett Smith) -- are laying siege to Gotham, and only a host of heroes, and a handful of villains, stand in their way.

Gotham's second season found its way by losing its mind

But let's take it even further back. The first season of Gotham was the definition of a mixed bag, awkwardly mixing tones from throughout the Batman mythos. Was it a high-minded crime tragedy, a la Christopher Nolan's Dark Knight trilogy? Was it gothic dark humor, like in Tim Burton's movies? Or high camp, straight from the Adam West series?

From scene to scene, the first season of Gotham veered from one to the other, but it never jelled. The actors were game, the stunts and set pieces were often fun... but it felt like a show at war with itself. Nowhere was this more prominent than with Pinkett-Smith's Mooney, a light Eartha Kitt impersonation that seemed to exist on a different planet entirely.

Season 2 ditched the Nolan, and Pinkett-Smith's character, and went full-on bananas Burton. Members of the Gotham Police Department were besieged and murdered on a weekly basis as showrunner Bruno Heller & Co. literally culled the elements that were holding the show back. And more importantly, over two half-season arcs, the villains were finally allowed to be villainous.

Did it make sense that Mr. Freeze, The Penguin, Firefly, and even an early form of The Joker appeared in a Batman origin story, when Batman was still barely a teenager? Nope. But it was more fun to watch, and by breaking with the timeline created by the comic books, Gotham delivered a show that felt surprisingly new week after week.

But one thing it never quite got around to was establishing the absolute madness of living in Gotham City. The city's name is the title of the show, but for the most part Gotham was either the story of hero cop James Gordon (Ben McKenzie) grappling with the moral complexities of the city's criminal elements (and occasionally its cops) testing his character; or Bruce Wayne (David Mazouz) slowly unraveling the conspiracy behind his parents' murder.

What the show (and writers) realized in Season 2 is that these characters are stronger when they're presented together as a group, rather than running on their own separate trains, or taking a backseat to the show's ostensible stars. That's exactly where we pick up in Season 3, with a city that feels inhabited, with a populace of maniacs and morally gray lawmen living at war, and sometimes in an uneasy truce. It's not The Gordon Show anymore; it's an ensemble. And Bruce has finally had enough training that he can (mostly) hold his own against Gotham's more nefarious elements.

That transformation has happened because the show has finally established the former side characters as worthy of their own storylines: Standout villainess Barbara Kean (Erin Richards) owns the premiere with her manic, unhinged energy, and sad sack henchmen Butch (Drew Powell) is a character free of comic continuity whose deadpan comedy lights up his scenes. Even Mooney makes sense in this new world. If you want to get philosophical about it, maybe Pinkett-Smith inherently knew what the show had to become, and just bided her time until everyone else came around.

The other actors have come around in spades. After Gordon lost his girlfriend last season, and went rogue from the GCPD, McKenzie finally gets to play him less straight-laced, and more Ryan Atwood (a.k.a. fun). Edward Nygma (Cory Michael-Smith) was also transformed into The Riddler in all but name last season, and though he only gets one scene with The Penguin (Robin Lord Taylor) in the premiere, it shows off why this pairing was one of the most fun combos of characters last season.

It goes almost without saying, by the way, that Lord Taylor continues to be the true star of Gotham, a fact that was clear from the very first episode. Even three seasons in, his Oswald Cobblepot is a sputtering, twitchy mess who still manages to swing from menace to friendliness in a single scene. His reintroduction towards the start of the premiere is the hour's first applause-worthy moment, and it's followed up by a signature greeting ("Hello, Jim") that balances absolute horror, joy, and probably about 30 other emotions at the same time in two simple words.

Even Selina Kyle (Camren Bicondova) gets more to do than just hang around on rooftops, instead slinking everywhere and changing her loyalties at a whim -- you know, like a cat. Because she's Catwoman. And as usual, Alfred (Sean Pertwee) gets the best lines and action, now that we've settled into the premise that he's not just serving tea, but also serving up smackdowns.

If there's one aspect that holds back the premiere, it's that the plot is a pretty smooth continuation from Season 2. Where last year's premiere was a soft reboot, this year Gotham knows what it is: a double-edged sword that's great for returning viewers, but may be a stumbling block for new ones.

Regardless, Gotham is finally a show about a city and the people who live in it, not just a Batman origin story biding time until young Bruce Wayne puts on his costume. And, just as our group of misfits has it all figured out -- in the premiere, everyone seems resigned to yet another monster attack, and even know each other so well that sequences become a series of intellectual chess matches interrupted by crazy violence -- enter a new villain, who comic readers know is the spirit of order and control in Gotham City fighting back. A perfect foil for the beautiful disorder Gotham has become.

This transformation couldn't have happened without the arch insanity Strange brought to the show. And with a Bruce Wayne doppelgänger on the loose, a gang of monsters running amok, a police department that has pretty much given up, and new/old villains more powerful than we've ever seen before, the stage is set for a season that will transform Gotham -- the city, and the show -- one more time.

Gotham's third season premieres on Fox on Monday, September 19 at 8/7c.
